Copper to Galvanized pipe

I read, somewhere on your website, that the city of Bellevue requires a 6" brass nipple between copper plumbing and galvanized plumbing to keep the electrical connection intact. Does this "break" the electrolitic (sp.) or galvanic action between the two pipe metals, as well? .....and what about the steel nipple on ALL hot water heaters that is connected to a flexible copper tube and then to the house system??? What gives there?
