Fix the real problem and replace the bad element or elements as the case may be. It could be one or both that are bad. I always recommend checking the components to find out which are bad before you replace perfectly good pieces. : I have an electric water heater that won't shut off, which gives me scaulding water!!! I have replaced both the upper and lower t-stats. WHat else could it be???
