hot water flow in shower slows by itself

When the hot water is turned on and it begins to get hot, the flow will slow to a dribble unless the valve is opened farther. After continuing to open the valve periodically for a minute or two, the flow will reasonably stabilize. The cold side has no problem. The two valve shower faucet set is about 28 years old. I have replaced all of the stems, washers and seats to no avail. The faucet set is a Price Phister. Any help is appreciated.
