Hi John: the first question I have is: are we dealing with plastic drain lines or cast. Assuming the line is plastic, either ABS or PVC, there is a fitting that will work in this case. It's a "Flush-fit toilet flange" (say that 10 times really fast!). Anyways, the hub of this fitting goes around the pipe. This means, of course, that the concrete around the pipe is going to have to be chipped out deep enough so this new flange will sit flat on the concrete when it's glued to the pipe. Hope this helps.
