I am installing tile to a basement concrete floor. the existing flange looks like it is sitting over a 4" cast pipe it comes through the flange very crooked. it touches on on side of the flange and their is a space filled with some sort of mastic or caulking between the flange and the cast pipe. My questions are. Is this done correctly. And what is the best way to extend this to the new level of the tile. I have removed the caulking that filled the gap should I replace and with what.
