That shouldn't have an effect. All that the blue bleach tablets do is quickly age all of the rubber components in the tank of the toilet. Putting chlorine in the tank will void many warrantees.
If both toilets are slow to drain now, consider the main line. Perhaps roots are growing in the line.
Telltell signs would be water leaking around the base of the toilet and backed up shower drains.
