The fill valve's stem may have a crack in it, in which case repairing the shut off portion would not solve the problem. Change the fill valve. (and the lower flapper).

: I have a Mansfield toilet intake valve that keeps running, even after the tank is filled up. I went to the hardware store and purchased a new LASCO toilet valve kit with replacement black rubber bladders and brass screws. But once I had installed these, the problem persisted. Have I installed them incorrectly, or do you have any other suggestions. (The diagram on the replacement parts kit was too tiny to read). Thanks for any suggestions.
