Pop-up asembly leak at gasket

I installed a new sink and a price phister faucet. The problem I am having is a leak at the rubber gasket right above the friction washer. The gasket that came with the faucet was too big not allowing the top flange of the gasket to go into the 1 3/4 inch opening. I bought a new gasket that fit perfectly. Both gaskets would not seal at the rim of the sink and if I tighten it as much as I could then the water would leak between the rubber gasket and the brass threading on the assembly. I was thinking of trying silocone to seal the rim and the threads. Is this standard practice? or am I doing something wrong.
