The first step, would be to check for leaks. A leaking flapper will allow cold water to fill constantly.
In some parts of the country, you may need insulation in the tank. Some toilets can be ordered with insulated tanks as an option. If not, you might glue insulation into the tank.
The other option, would be mixing warm and cold water into the fill valve.
