Replaceing the seat (with correct one) and the washer (with correct one) and with a good washer retainer on the end of the stem should solve your problem. You need to put pipe joint compound on the threads of the seat or the faucet will still leak. Water bypassing the stem and comeing out from behind the handle requires stem packing.
