Mike, turn on a hot water faucet and if water is comeing out of this faucet then the water heater is full. check another faucet on the left side to make sure that the first faucet wasn't crossed. If the water heater is drained make sure the drain valve is shut and all connections are tight. There should be a valve on the cold inlet to the tank. Open this valve to let water into the tank. Open a hot water faucet while the tank is filling to let the air out of the tank. Do not light the pilot until the tank is full.Check for leaks. Hope this helps. Dale Peck,LMP
