To help correct a rocking toilet, the white caps can be poped off with a little bit of pressure, (sometimes they crack) and the nuts snugged down onto the bolts.
Sometimes shimming may be needed. Polyseamseal caulk around the toilet will help to secure the toilet to the floor also. Just remember to leave the back of the toilet uncaulked, (from the bolets to the rear)
