Just reread the original question, and wish to withdraw my (dumb) reply. Overlooked the part of the question that said "50% still comes out of the faucet."

: Aren't the current/recent flow restrictions only applicable to the shower, so that you may legally put 5 or 10 gpm into the tub, but only 2.5 (??) through the shower head.

How is this controlled and how do you make the transfer more effective? Instead of the water coming out of the shower head about 50% still comes out of the faucet.
: : Pat, It sounds like you just need to replace the diverter tub spout. They can be purchaced at a good hardware store or you may have to have a licenced plumber get you one at a wholesale house. Dale Peck LMP
