toilet leaking a function of temperature?

My toilet started leaking recently around the base. It is not condensation, so I assume I need to replace
the wax valve. However, it only leaks when it is cold outside. This fall, the temps have went up and down
a bit. During a cold spell last month, the toilet leaked. When it warmed up for a few weeks, the leaking
stopped. Last night it was cold again, and the leaking returned. I'm pretty sure the water is coming out
from under the base of the toilet.
HELP!

Steve
