3-1/2 gallon wc's are still legal in eastern Canada. However, you can purchase locally a pressure-assisted WC such as the Eljer Aquasaver. That toilet is as quiet as a gravity WC and has the largest water spot and trapway -- which means cleaner bowl and less clog vulnerability.
