Tim:--If the other fixtures on the second floor seem to have adequate water pressure for satisfactory operation, that indicates that the problem lies with the ballcock or the water supply or stop vlve for the toilet.
If you have a fluidmaster fill valve, chances are changing the diphragm washer will solve the problem.
