Toilet Flange too high

I recently purchased a house and am in the process of finishing the basement. One area was plumbed for a bathroom, but the problem is the toilet flange which was installed by the contractor. The flange and pipe are of PVC material, which is set into the concrete floor, but the flange is not resting on the floor. On one side, the top of the flange is 1 and 1/4 inches above the floor, and the other side has the top of the flange 1 and 1/2 inches above the floor. This leaves a gap between the flange and the floor of almost an inch. The pipe and flange have already been glued and were then set into concrete. So not only is the flange too high, it is also a little uneven. I know that the flange is suppossed to bolt to the floor, so does anyone have an idea to lower the flange, short of tearing out the concrete floor? Thanks
