Sediment is a factor, but it has accumulated on the lower element. Testing would do no good, since the elements are working, for now. The lower element will have to changed to eliminate the noise.
: Electric water heater installed 5 years ago. Sediment is not a factor. Heater started making a rumbling noise when heating. It does reach shut off temp. Could it be an element, and if so, do I need a voltage meter to tell which element is working?
