Basement floor finishing

I plan to lay down carpet, wood, and/or linoleum on my concrete basement floor. The floor will look a little damp after a heavy rain, but dries out after a few hours. You can not feel the moisture, just see a color change. Will this cause a problem with floor coverings? Should I seal the floor. We have a sump pump, and plan to install an emergency sump pump, so I don't expect the floor to get wet another way. Any suggestions?
