flushing problems

I have three toilets in my house, and two that are upstairs have a problem flushing. The water will not go
all the way down. It just spins. The one downstairs works fine. All three are the same model.

I replaced all the mechanisms in the toilets but that did not seem to help.
Have any suggestions?
