If the pipes "are" lead, I would replace. If the pipes are galv steel, which are gray in color like lead, but quite different, they can be reused. Some toilets will use a short section of lead into a cast iron fitting. Most of these can be left, however, cracking of the lead at the floor flange can be a future flooring problem.
