Sure, you can replace only the pressure relief valve at this time.
A consideration though, is would you feel badly if the tank went out shortly and you had just paid to have it repaired?

I mention this because most of my customers, when the tanks get that old, want some guarantee that the repair will hold up for a reasonable length of time. Once the tank goes past the original warranty period, it's anybody's guess how long it will last.
