Leaking 2nd floor tub

My 2nd floor bathtub is leaking into to room below. Last plumber recaulked tub sill and said to my wife that if that doesn't fix it I need to redo tile job. He also sid that the tub was an over-rim, although the tile is on top of the sill.

Questions:
1. Do over-rim tubs require any special installation like mop sealer?

2. Can an over-rim tub be installed under the tile?
