Okay, it's not a backflow preventer in line. Hmmm,it may be time to check the flow at the supplies under the sink. You will need to determine if you have good flow at that point. Pick up some faucet supplies that match your shutoffs, and are the proper length. Run water into a bucket to check for flow. If the flow is good, faucets I recommend are Moen and Delta off the top of my head. Below are some faucet links. Any good quality faucet will do.
