pete:--The whole country has been mandated to conserve water, and so we have the 1.6gpf toilet. Some do a credible job........some do not. Both American Standard and Eljer are old and reliable Companies that I am sure would stand behind what ever you purchased from any of their distribution systems. As a condition of sale on this or other item, I would suggest that you ask the Sales Agent if they are willing to extend a guarantee of satisfaction. Lots of luck...Bud.
