I had the same problem with my moen kitchen faucet. I could get full flow after removing the aerator. I could not find a replacement aerator. What I found was that the rubber o-ring had gotten old and soft, and the water pressure was causing it to be forced into the small holes of the aerator disk, severely limiting the water flow. Replacing the rubber o-ring with one of similiar size fixed the problem.
