Jet Tub and low pressure...lack of bubbles (air)

My jet tub water pressure and air flow has started decreasing. One of the JETS doesn't even have any air venting into it to ceate bubbles any more.

Is this a common problem and is there an easy fix or do I have to take the tub facing off and clean some of the piping?
