It is normal. Most valves, especially the inexpensive ones used for most applications, do not turn off completely unless they are the quarter turn ball valves. Be careful about trying to force them completely closed or them will break in the off position and you will not be able to open it again.
: Sometimes the water still "trickles" after shutting off the main supply to work on the system in my house (normal system, mid-70's). I tried draining all faucets and turning off the hot water exit valve, but the water still trickles. Sometimes, it stops on the first try; other times, I wait for a while and it will stop - sometimes not! I have friends who have encountered the same problem.
