It sounds like something is obstructing the flow. You can maintain pressure but with a reduced volume with an obstruction. Maybe the main shut has failed. You may have twisted the stem off inside the valve before you got it clear opened or you dislodged some settlement that resettled somewhere is in your plumbing. Is the problem localized (one floor, one end of the house )or occurring throughout the house? If it's throughout the house I'd say it's the main.
