I'll tell you what needs to be done in order for a hot water system to be used for cooling and you can decide if you want to do it.
Hot water baseboard is installed at the floor level since heat rises. When it is used for cooling, the cold air falls to the floor and therefore, the best cooling "baseboard" should be installed at the ceiling. As the warm house air passes over the cooling fins, it will create condensation, so there has to be drain pans along the bottom of the coils to catch and carry it away to a drain point. Finally, there has to be a central chiller unit to cool the water initially.
