If someone fills the toilet with too much paper (or whatever), it seems to flush fine. The next person comes in, the toilet looks ok, they use it and flush. After they leave, the toilet overflows and continues flowing until it is shut off by whoever notices the house is flooded.

Any suggestions on a fix or a replacement type of toilet that will solve this problem? Availability?
