Can somebody please help me with a leaky toilet question?

I recently replaced my bathroom's Vinyl floor with ceramic tiles (a also added cement boards underneath). When I try to install my new toilet, I notice it is sitting on top of the tiles and therefore it is a lot higher than before so I put TWO wax rings (one on top of the other) and hoping that it won't leak.

A couple of weeks later, I notic water sipping through the grout.....

Is there a TALLER wax ring I can purchase or do I have to cut the tiles (and cement board) so the toilet can sit lower? But that won't look good....
