Unusual Water Hammer

This water hammer started when the people above me
replaced their water heater. I live in a condo and
the main water pipe for the people above me goes up
through one of my interior walls.

The hammer noise comes from their pipe. It happens
not only when a valve is closed, but also when one
is opened. It also happens when people in other
units (there are four) open or close a valve. The
city measured the pressure at 57 lbs. Reducing the
pressure by partially closing the main valve lowers
the noise some, but doesn't make the problem go
away. Any ideas?
