Gravitaional force in concert with water velocity only initiates the action of expelling the material. Once the action is begun, air pressure acting on the surface of the water, in combination with the greater volume of water in the discharge tube, creates a siphon effect to finish the flush. You have something plugging the toilet and it needs to be removed by using a closet auger or inverting the bowl and dumping it out.

: Gravitational force in concert with enertial impetuous provides the motive energy to effectively expell solid depositions from the ceramic containment feature of this fixture.
: The rapid induction of sufficient water from the resivoir into the trapway is critical to the satisfactory performance of its'intended purpose.
: Increasing the stored volume in the resivoir to achieve optimum flow patterns during the flushing phase would greatly enhance your success curve for this activity.
