Seems like most people here use the terms pressure and flow interchangeably.
no you cannot increase the pressure without installing a booster pump and tank.
BUT!!!! the pressure on the second floor is only about 4.3 psi less than what is on the first floor. First thing to do is buy a pressure gage and check to see if low pressure really is the problem. service pressure should be between 40 and 80 psi.
Yes you can increase the flow to some extent.
First thing to try, remove the flow restrictors from your faucets and shower heads may also consider reaming out some of the holes in the showerhead also.
