Are you ABSOLUTELY POSITIVELY SURE the copper line is a gas line? If it is, DON'T EVEN THINK ABOUT CUTTING IT WITH A hacksaw. REALLY TRY NOT TO THINK ABOUT LOOSENING THE CAP WITH A TORCH! Gas and flame and gas and sparks don't mix in the home! If you are absolutely sure its a gas line call the gas company and ask them to install a gas valve there for you. They'll probably do it at no cost, happy to be of service, happy they don't have to replace the mile of exploded main you caused to blow up.
