shallow well not priming

i tapped a 12'one and a quarter inch stainless steel pipe with well point at the end to irrigate my lawn. there's 8'of water inthe pipe. i have an overflow tank , and a 1 hp pump. primed the pump, but no water pumping up. i then put down 3/4" irrigation pipe to eliminate any chance of air. also filled pipe with water to break any vacuum. still no water. do they make a foot valve small enough to go down a 11/4" pipe? if not, any sugestions where my problem might be, and how to correct it?
