One thing that could be happening if you are on propane is that you may not have a large enough tank to supply your heater. If there isn't sufficient liquid gas surface area for evaporation, then the heater will be starved for fuel. This can be an intermittent problem as you described due to outside air temperature. On a hot day, the gas in the tank will evaporate more readily and may be able to supply the needs of the heater. On a colder day, it may not.
