: Once in a while during a home inspection--it seems to happen most often with new construction--I'll notice that the water in the toilet bowl begins to move, and even sometimes siphon, when I drain the bathtub. Sometimes draining the sinks is cause the mystery movement.

You'll want to check the stack vent pipe it most likely is restricted. When the tub is drained it will fill the drain line and form a water slug. As the last of the water leaves the tub it will draw a vaccum on the vent stack, if the vent stack is restricked the vaccum will be applied to the toliet causing the water level to drop.
