Shower Jets in Seattle

I heard a rumor that putting shower jets in a shower in Seattle was illegal due to the water waste. Any truth? Any thoughts?

I thought you were just jesting me.

I haven't heard that body jets were illegal in Seattle.
How can that be when our local celebrities use resources like there is no tomorrow?
