strange pipe in basement refinishing project

This is the sink pipe, next to the toilet in our unfinished basement. Why does it stick out like that? We want to put in a pedestal sink as they are most cost effective. What is the solution? Does this just stay sticking out? do we need to build a wall around it to hide it? Is there some other purpose that I am missing? Please advise!!!
 
It sticks out because the foundation footing is under the wall and they really frown on hacking that big a notch in the footing concrete.

It sticks out like that because they thought you would use a sink with a cabinet and it would be in the cabinet's tor space. If they knew you were going to use a pedestal, they would have "knocked" the edge of the foundation off and recessed the pipe into the wall.
 
Seems to me the "would have"/"couldn't" disagreement is moot. The pipe is where it is and isn't going to suddenly disappear. . The gentleman will have to use a cabinet like it or not.
