Garage Floor Drain

New Construction - I want to specify a floor drain for the garage to handle snow melt from the vehicles. I will use a heavy floor gasket under the garage doors as a weather seal so water will pool to the inside. I have this very problem in my current home. The door seal works too well!

My question - can I connect this drain to the footer drain outside (at the garage footing)?

You should bring this question to your local building/plumbing inspector.
A good many areas do not allow a floor drain in a garage without an oil/water separator.
 
RUnoff from a vehicle could contain all sorts of pollutants: oil, antifreeze, gasoline, salt, and who knows what not counting the simple water from snow, slush, ice melting off the vehicle. As a result, there's often restrictions on how or if, you can drain it.
