Unknown gerbil-like thing on the side of my service panel?

Could someone please tell me what this hitchhiker is? It's on the outside of my 100a service panel.

What kind of "gerbils" do you have in your cage, most are furry little creatures? That is a transformer, probably for a doorbell/chime, but could be for some other low voltage application.
 
That transformer could be for the Thermostat on the Heating/AC unit also,

Or for a battery charger on a Security system.

It looks like it does go to some breaker in the panel.


You can disconnect one of the Low Voltage Output wires, Too see what stops working.
 
It is probably "piggy backed" onto the circuit breaker for some other application, rather than having a dedicated one just for the transformer. Most HVAC transformers at the unit and controlled by the unit's power on/off switch. Why is the cover removed from the service panel?
