Bathroom Dam/Curb .. Is there a min height? California

Assuming some of you get involved in the process below, I had a quick question.

I have the hot moppers heading over tomorrow and the plumber has installed the shower curb consisting of 3 2x6's stacked on top of each other.

My problem is that 3 of them seems a bit high when you look at it but he said it is to code, which I believe .....

BUT...

Does anyone know if I can get away with 2 instead of 3? I only ask becuase the other 2 showers in the house are definately not stacked 3 high but were completed a few years ago prior to my purchase.

Location is California.

Three is the standard height. It may look higher then the others if the floor is not yet installed in the shower.
