Yes it is real Cookie.

The program is setup for low income families and people on welfare and social security.
For a means of emergency communications, for people that do not have a phone.

I am not sure how many minutes they give you per month, may depend on the state that you live in.

Yep, I looked into it and I am going to recommend it to the men at the VA. I am printing out a dozen or so forms now as I type.

They need to be very careful of their usage...
From what I understand when the free minutes are used up the ones they have to pay for are very expensive.
This is actually like another one of those poor taxes if they are not careful...
