no hot air

hot air is not blown out of the vent in one of the bedrooms. others rooms are fine. I checked the vent shutter and it looks open. what could be wrong?
 
There might be another "vent shutter" (damper) in the vent pipe between the main trunk and the vent. Or the vent could be full of dead rats.
