No Air In Lower Floor Vents

I found out that air is not blowing in the vents in the lower floor. A technician came to check the system and said that the system is fine, but may be a fire damper is shut down somewhere. He was too lazy to help me out. Where do I find the fire damper, and how do I get it re-opened?

Find where the lower vent ductwork comes off a common feeder. The damper control may just be a square shaft with a handle coming out of the side of your duct.
