To frac or not to frac

I have a 320' low producing well located in CT. 0-18' sandy soil, 18-320' Mica shist, 28' of steel casing.
4 gpm new in 10/2001, 1.5gpm four years ago when I had to replace the pump. New pump and a pump tech $1500. I have a family of four and every couple of weeks we run out of water lately a few of times a year previously.

The well driller is out of business and from talking to other drillers and pump guys he had a poor rep.
I bought the house when it was four years old and there were two pressurized tanks in the basement, an original small one and a newer 40 gal well right or something like that which tells me that the previous owners had problems as well. Because of all the negative stuff I hear about drillers, pump guys and water conditioner guys I'm not sure who to trust.

I'm thinking about hydo-fracing or deepening the well. With regard to fracing I under stand the soft rock "mica shist" may be a problem. I also hear that there are two methods of fracing. A single and double packing system. I have one price of 2k for a single packer and then I have another est from another company for 3700 single and 4300 double.
My concerns are the soft rock and whether double packing is needed? Both guys said if the well is not sleeved they will frac it.
I got one price on deepening 200' $4115.00 not including new pump and install from the company that does the single and double pack fracs.
Any advice, suggestions or what I should look out for? Thanks
 
If you only have 28' of casing, I don't think the double packing method can be used. Even a single packer will have to be set at 28', and may not produce the results you need. Every area is different though. A local well driller would be your best source of information. I would ask several of them and see if any agree with each other on what should be done. A storage tank and booster pump is also another option.
 
Invest in a static storage tank of some sort so that your pump can leisurely fill it up at a slow pace. Then fill your pressure tanks with a small booster or jet pump.

Go into the kids bathrooms and moms too - and turn the shut off valves down so that they get just a trickle of water [do it when they are not home] when at full throttle. That teenager can use the whole damn tank just brushing her teeth and talking on one or 2 telephones. Or do electric eye valves in the bath, like an airport. For a few thousand or much less, you will get what you seek without attacking the well itself.
