2009 International Plumbing Code P3109.1 Waste Stack Vent Permitted

The stack shall not receive the discharge of water closets or urinals.

What does this mean?

I thought the waste stack discharged all waste

Water closets and urinals must drain into soil stacks.

The statement says it is referring to a "waste stack vent", and a vent stack SHALL not have toilets or urinals connected to it, but you can use it to wet vent by connecting a sink to the vent. However, I HAVE connected urinals to toilet vents when the two are back to back.
