I tightened the packing nuts on a couple of shut off valves and they are still leaking. Is there another repair I can do to repair the valve?

Make sure the stem is all the way up.Or you could put some new graphite
packing in,but you have to remove the handle and packing nut to do it.
Shut the water off first.

Some valves use an "O" ring rather than a packing and with those, no amount of tightening will stop the leak.
